Campus Hazing Transparency Report
Our institution is committed to maintaining a safe, respectful, and inclusive campus environment. Hazing in any form is strictly prohibited and will not be tolerated. In compliance with federal law, the institution publishes a Campus Hazing Transparency Report, which includes findings of responsibility for hazing violations by student organizations.
The report includes:
- Organization name
- Description of the violation
- Whether alcohol or drugs were involved
- Findings and sanctions
- Key dates related to the investigation
The Federal Anti-Hazing Law: Stop Campus Hazing Act (SCHA) was enacted on December 23, 2024, making amendments to the Higher Education Act of 1965. The SCHA has three important aspects: (1) the addition of hazing to Clery reporting requirements and campuses’ Annual Security Report (2) the requirement of campus-wide, research-based hazing prevention programs and policies (3) increased transparency regarding organizations that have violated campus hazing policy through the publication of a Campus Hazing Transparency Report. In alignment with this law and to allow students to make informed choices about joining organizations, the university publishes a list of student organizations that have been found responsible for violating hazing. This is limited to student organizations who were recognized by the university at the time of the investigation. Reports of hazing that did not result in a finding of responsibility are not included. Additionally, any student organization under active investigation will not appear in the Campus Hazing Transparency Report. This report may not match the hazing statistics found in the Annual Security Report as this report includes all hazing incidents reported to Campus Security Authorities on Clery reportable geography, independent of any finding of responsibility. The University will update this information a minimum of twice each year. The University will maintain the information for five years. As required by law, cases dated after July 1, 2025 include a general summary of the violation.

Academic years run July 1-June 30 and are based on the date reported to the Office of Student Support and Accountability.

Incident Summary: The Gamma Rho Chapter of Tau Kappa Epsilon was found responsible for hazing. The hazing behaviors were task-oriented (points system for participation, gain signatures through service/task). New members could earn required signatures by doing pushups, steal brick from construction area, buy specific items, etc. New members could earn points by sitting in mud puddle during 3am walk, participate in degrading slide show/talent show, and buying groceries. The behaviors were not physically abusive (aside from sleep deprivation), did not include alcohol/drugs, did not include psychological torment, and were not sexual in nature.
Sanctions: Conduct Probation until December 15, 2025

Theta Chi, Delta Pi Chapter

- Incident Summary: Delta Pi Chapter of Theta Chi “pledgeship” engaged in a membership intake process that significantly violates the Indiana State University Code of Student Conduct policy 3.1.3 Hazing (Stop Hazing Act 2025). Following an investigation, the organization was found to have been engaged in the following behaviors:
- Activities occurred for several hours, often continuing until 3am. Activities included standing in the basement, facing the wall for 2-6 hours.
- Activities created a sense of failure and distress with the intention of making the new members fear they had failed and are being dismissed.
- Activity was meant to degrade and demoralize the participant who was already feeling a sense of heightened stress. Participants recalled having to yell degrading phrases such as “I am a f*****g failure” and “I am a ret**d.”
- Alcohol was provided by the chapter to the new members with some pledges drinking to the point of extreme intoxication.
- Witness recalled the event being explained as designed to “build up tolerance [for alcohol] as freshman” and to “learn how to drink properly” with their fraternity brothers.
- Writing “Rush Theta Chi” on the exposed breasts of a female partner for points from a list or approved activities.
- Perform sexual intercourse on video for points. Participating new member received permission as part of the activity. Video was shared.
- The organization sanctioned activity created a situation where pledge(s) felt compelled to commit potential acts of sexual harassment/assault as part of the chapter sanctioned activity.
- In Spring 2024, the Office of Student Support and Accountability found concerns with similar activities. Theta Chi was placed on a cease and desist requiring the organization to focus on education. Despite attempts to alter behavior, activities were continued.
- In the Spring 2024 report, hazing was alleged to have occurred in 2022. Through thorough investigation, hazing behaviors have been traced back throughout the last four years. Known previous allegations were investigated, given appropriate coaching/counseling, an appropriate progressive discipline plan, and to that end, the organization has not stopped the concerning behavior.
Sanctions: - No longer recognized by Indiana State University
- Request to return to Indiana State: January 15, 2030, at the earliest
